River Hills/Lake Wylie EMS has faithfully served Lake Wylie as the primary ambulance service for 43 years as a non-profit 501c3 organization. Our ability to respond to emergencies across York County hinges entirely on the generosity of donors, as we receive no financial support from government entities or local Community Associations.
Covering all of York County, not just River Hills, we responded to over 2,200 911 calls from May 2023 to May 2024 alone.
What began as a volunteer EMS agency has evolved into one that requires a paid full-time staff to ensure round-the-clock availability. Rising expenses have placed a strain on our finances, jeopardizing our ability to continue operations independently.
Without financial assistance, we estimate we have only months, with just a few months' worth of cash reserves remaining.
To ensure our continued ability to respond to 911 calls across all of York County, we strive to raise $250,000 annually.

Our president and chairman of the board, Michael Neal, explains how our non-profit EMS agency was founded, the events that have changed who we are, how we operate, and where we respond to, and how we can remain operational in the near future.

KEY POINTS:
We respond to calls for all of York County, we are not restricted to only River Hills. We are dispatched based on a GPS system that sends the closest available ambulance regardless of if it’s River Hills/Lake Wylie EMS, Fort Mill EMS, or PMC EMS.
We started as a volunteer EMS agency with no paid staff. Over time it has become difficult to find volunteers, and we must now have a paid full-time staff to ensure we can operate 24/7. We have a mostly paid staff with one volunteer who is able to give us about 2 shifts a month. Payroll doubled from $233.272 in 2018 to $486,686 in 2023.
York County has experienced rapid population growth with the current population estimate being 298,320. During this growth period, York County’s 3 EMS agencies have struggled to keep up with the growing 911 call volume. In 2017 our agency responded to 1,500 calls and in 2023 we responded to 2,300 calls.
We are a non-profit 501c3 and receive no government funding. We rely on donations from our generous donors and service billings to operate. Donations make up 23% of our income where service billings make up the remaining 77%. We receive no funding from River Hills Community Association.
Our expenses have increased drastically since 2018 and our income has only increased 69% during this time. The cost of payroll, insurance, vehicles, and supplies continue to soar, and we can no longer sustain operations with our current financial status.
We estimate that we have about 6 months left to operate without any financial assistance. We currently have 2 months left in cash reserve.
We need $100,000 cash in addition to the $150,000 typically received during our normal donation season to sustain operations and continue responding to calls for all of York County.
ACTION PLAN:
1. Sustain with immediate donations.
2. Grow non-emergency transport division to receive additional revenue.
3. Long-term fundraising.
